Since the 2019 amendment removed generational limits, a Croatian-emigrant grandparent is a solid Article 11 case — the work is proving permanent emigration and assembling apostilled, translated documents.

The Rules That Decide It

  • Ancestor must have permanently emigrated from Croatia before October 8, 1991 — and not merely moved within Yugoslavia.

  • An ancestor who returned to Croatia permanently loses "emigrant" status and breaks the claim.

  • No language exam, but the biography must be written in Croatian.
